What matters for project planning
The stormwater program is the record that reaches this trade, because a gutter system is only as good as where it puts the water. Runoff routed toward a neighboring lot, into a drainage easement or onto existing city infrastructure is the part worth confirming rather than assuming -- and on rolling ground that water keeps travelling after it leaves the property. The Historic Preservation Commission is the second check and it applies narrowly: on a property within a designated area, the placement and material of visible gutters and downspouts can fall within review. There is also a practical difference the shared guidance hints at, since the older furniture- and textile-era neighborhoods have tighter lots and access constraints that a newer Triad subdivision does not.
